Planned milestone: JEV.AI for token-efficient agent decisions

Added JEV.AI decision making as milestone 3.1, after the living-habitat baseline and before extended generation experiments. Acceptance requires measured token savings on comparable workloads while preserving privacy, action validation, provider choice, and budget controls. Integration and savings remain unverified.
